Carmen McGregor has a proven record of leadership, and for her, public health has always been more than a role — it is a passion rooted in the belief that strong communities begin with strong public health systems. While recently stepping back as office manager for her husband’s law practice, Carmen continues to practice and teach mixed media arts within her community.

For the past 23 years as an elected official — including 11 years as a Trustee with the Lambton Kent District School Board and 13 years as a Municipal Councillor with Municipality of Chatham-Kent — she has served with passion, dedication, and a deep commitment to her constituents.Throughout her public service, Carmen has also been a long-standing member of the Chatham-Kent Board of Health, supporting and advocating alongside her local Board of Health and the alPHa Executive. Her work within the community has included serving on the local Food Policy Council to address food insecurity, taking part on the governance board of Chatham-Kent’s municipal retirement home, and chairing the Chatham-Kent Public Utilities Commission to help ensure safe drinking water. Her mission has remained consistent: helping build healthier communities where people can truly thrive.Carmen served on the alPHa Board of Directors from 2015–2024, including the Executive Committee from 2016–2024, and served two terms as President (2017–2018 and 2019–2020). During that time, she helped lead responses to the Expert Panel on Public Health, coordinated pre-budget submissions, and contributed to evidence-informed policy positions that continue to help guide provincial public health decisions.Carmen has consistently represented Boards of Health in meetings with the Minister of Health, MPPs, and provincial decision-makers regarding public health modernization. She bridges municipal experience with provincial policy, ensuring local voices are heard, respected, and reflected in decision-making.

She brings proven leadership, trusted judgment, and a strong voice for Boards of Health across Ontario.
