Updated: 2020 Distinguished Service Award Recipients

The Association of Local Public Health Agencies is pleased to announce the recipients of the 2020 Distinguished Service Award. Through this annual award, alPHa recognizes the following for their outstanding contributions to public health in Ontario:

Carmen McGregor, Member, Board of Health, Chatham-Kent Public Health
Dr. Lynn Noseworthy, Medical Officer of Health, Haliburton Kawartha Pine Ridge District Health Unit*
Michael Perley, Director, Ontario Campaign for Action on Tobacco

Carmen McGregor, nominated by the Boards of Health Section of alPHa, has been a longstanding, key contributor to alPHa, serving as President currently and during the 2017-2018 term. Her strong leadership has guided the Association on many key provincial files such as Public Health Modernization, the Expert Panel on Public Health recommendations, and numerous pre-budget submissions to government, to name a few.

Noting the resiliency, warmth and integrity she brings to her role as a local medical officer of health, the Council of Ontario Medical Officers of Health section of alPHa nominated Dr. Lynn Noseworthy. For thirty years, she has been a strong advocate for public health at both local and provincial levels, having served on alPHa’s Executive from 1999 to 2003 and again from 2008 to 2011 and as President for the 2001-2002 term. Dr. Noseworthy also participated on many provincial committees and was active in the Ontario Medical Association’s Public Health Physicians Section from 1993 to 2003.

This year, the alPHa Board recognized Michael Perley of the Ontario Campaign for Action on Tobacco with a DSA for his results-oriented leadership on comprehensive provincial tobacco control and reduced tobacco usage. He played an important role working with local boards of health to develop municipal smoke-free bylaws that paved the way for the 2006 Smoke-Free Ontario Act that mandated smoke-free public and work places. More recently, his advocacy and tireless work on the impacts of vapour products and cannabis legalization have helped to spotlight the need to focus on mitigation efforts within the health community.

The award ceremony, originally scheduled to take place at the alPHa annual conference this month, has been postponed. Recipients will be invited to accept their award in person once the new date is determined. In the meantime, alPHa congratulates these most deserving individuals and looks forward to celebrating with them in due course.
