Resolutions closed in 2006
- #A00-10, General Anaesthesia as a Covered Benefit under the Publicly Funded Dental Programs of Ontario Works and the Children In Need Of Treatment (CINOT) Program The operative clause of this resolution calls on the Ministry of Community and Social Services and the Ministry of Health and Long- Term Care to review their policies on the provision of general anaesthesia as a covered benefit under the dental program of Ontario Works and the Children In Need of Treatment (CINOT) Program and for the Ministry of Health and Long-Term Care to take such measures as necessary to increase hospital operating-roomfacilities to allow timely access to such facilities by dentists.
This resolution was closed on January 11, 2006 as there is a new fee schedule in place that resolves the need for further advocacy on this resolution. For history on this resolution, please click here.
- #A03-6, Improving Relations with Provincial Public Health Authorities The operative clause of this resolution calls on the Ministry of Health and Long-Term Care, the Public Health Division and the Commissioner of Public Health be urged to improve their communication to and collaboration with Ontario's public health professionals by including alPHa in discussions of provincial public health policy and practice; AND FURTHER THAT the Minister of Health and Long-Term Care be urged to meet with alPHa to discuss a process to improve information exchange among alPHa members, the Ministry, theCommissioner of Public Health and the Public Health Division.

Resolutions Closed in 2005
- #A00-7, Air Pollution in Ontario's Electrical Sector The operative clause of this resolution supports the following recommendations of the Ontario Clean Air Alliance: 1. The Government of Ontario should establish emission caps that will reduce Ontario’s total (domestic and imported) electricity-related sulphur dioxide and cancer-causing (arsenic, beryllium, cadmium, chromium, lead and nickel) emissions by 83% between 2002 and 2014 relative to business as usual. Furthermore, the Government of Ontario should establish emission caps that reduce Ontario’s total (domestic and imported) electricity-related nitrogen oxides and carbon dioxide emissions by 64% and 40% respectively between 2002 and 2014 relative to business as usual; 2. If emissions trading is permitted, only companies that are subject to legally binding emission caps should be allowed to buy and sell emission credits.
This resolution was closed on March 8, 2005 as the province's pledge to close Ontario's coal-fired plants by 2007 satisfies the operative clause. To read the history of this resolution click here.
- #A04-6, Childhood Obesity The operative clause of this resolution passed in 2004 urges the Chief Medical Officer of Health to review and make recommendations on childhood obesity in the next annual report. It also urges the Government of Ontario to strike an expert panel to study childhood obesity and to recommend an Ontario obesity strategy.

- #A01-7, Tobacco Control Act (TCA) Amendments The operative clause of this resolution passed in 2001 urges the Government of Ontario to release the proposed TCA amendments for public consultation; and urges the Government to take speedy follow-up legislative action whereby at a minimum, these amendments will result in smoke-free public places and workplaces.
This resolution was closed on January 18, 2005 given the province's Dec. 2004 announcement to introduce legislation banning smoking in public and work places across the province. To read the history of this resolution along with #A01-8 and A01-9 click here.
- #A01-8, Strengthening of the Tobacco Control Act (TCA), Section9 The operative clause of this resolution passed in 2001 urges the Government of Ontario to strengthen the Ontario Tobacco Control Act; specifically, strengthen Section 9 of the Tobacco Control Act to further protect Ontarians from second-hand smoke exposure by ensuring that allworkplaces and all public places are smoke free.
This resolution was closed on January 18, 2005 given the province's Dec. 2004 announcement to introduce legislation banning smoking in public and work places across the province.
- #A01-9, Strengthening of the Tobacco Control Act (TCA), Section3 The operative clause of this resolution passed in 2001 urges the Government of Ontario to strengthen the Ontario Tobacco Control Act through specifically amend Section 3 of the Tobacco Control Act to strengthen controls on access to tobacco by under-aged youth.
This resolution was closed on January 18, 2005 given the province's Dec. 2004 announcement to introduce legislation banning smoking in public and work places across the province.

#A02-8, Routine Childhood Immunization The operative clause of this resolution passed in 2002 urges the Government of Ontario to include meningococcal conjugate vaccine, pneumococcal conjugate vaccine and varicella vaccine in the schedule of publicly funded routine childhood immunization in accordance with the relevant NACI recommendations. This resolution was closed on January 18, 2005 given that the operative clause have been fulfilled, i.e. the province now funds all three of these vaccines for Ontario's children. # A00-6, Hepatitis A Vaccination for High Risk Populations The operative clause of this resolution passed in 2000 urges the Government of Ontario to fund immediately vaccines against Hepatitis A (with or without Hepatitis B) for: Individuals at high risk of acquiring Hepatitis A; and Individuals who have liver disease and would be adversely affected by acquiring Hepatitis A. This resolution was closed on January 18, 2005 given that the operative clause have been fulfilled, i.e. the province has added new vaccines to the routine childhood immunization schedule.

- #A00-9, Protection of the Health of Children and Families within a Zero Tolerance Policy for Welfare Fraud
The operative clause of this resolution passed in 2000 requests the Minister of Community and Social Services that funding be given to an agency that will support or ensure appropriate support is available to children and families as a result of this policy. - #A03-4, Hot Tap Water Burn Injuries Prevention
The operative clause of this resolution passed in 2003 states that the Canadian Commission on Building and Fire Codes and the Ontario Ministry of Municipal Affairs and Housing are urged to amend the National Building and Fire Codes and the Ontario Building Codes, respectively, such that maximum hot tap water temperature in the home is reduced to 49ºC; Closed by alPHa Advocacy Committee, March 9, 2004 To read the history of this resolution click here.
Resolutions Closed in 2003
- #A02-3, Commission on the Future of Health Care in Canada
The operative clause of this resolution passed in 2002 calls on alPHa to urge the Honourable Roy Romanow, Commissioner, Commission of the Future of Health Care in Canada to recommend to the Government of Canada that the five principles of the Canada Health Act are extended to cover public health services in order to preserve and protect them; and that the federal/provincial/territorial governments recognize the importance of the broader determinants in improving and maintaining the health of Canadians and work together to identify, address and advance such determinants. This resolution has been closed as the Commission is no longer active. It has made recommendations that have a bearing on the other resolutions. To read the history of this resolution click here.

#A03-7, Compensation for West Nile Virus Disease The operative clause of this resolution passed in 2003 states that the Province of Ontario should establish a no-fault compensation plan for individuals who develop significant and long-term disability from West Nile virus disease.
This resolution was indefinitely postponed on September 26, 2003 by the alPHa Board of Directors since WNv did not have the expected impact this season and that there is a class action suit filed by WNv victims before the province.

#A00-13, Provincial Budget Approvals
The operative clauses of this resolution passed in 2000 urgently requests the Public Health Branch and the Ministry of Health to ensure that provincial budget approvals be given as soon as possible after receipt of confirmation of municipal matching funding and, hopefully no later than June of any given year; AND FURTHER that the Ministry re-evaluates the current policy of not providing for capital budgets or allowing year-end carryovers. #A01-20, Establishing Reserves for Public Health Services The operative clause of this resolution passed in 2001 requests that: 1. The Ministry of Health and Long-Term Care recognizes that the establishment of reserves for public health units is a prudent and necessary policy for the business-like operation of public health units. 2. The Ministry of Health and Long-Term Care make a long term commitment to fund its share of said reserves for approved purposes, based on recognized fiscal principles, as established by the local Board of Health. #A01-15, Ontario Power Generation's (OPG's) Coal-Fired Power Plants The operative clause of this resolution passed in 2001 urges the Government of Canada and Ontario to subject Ontario Power Generation’s proposal to install selective catalytic reduction units at its Lambton and Nanticoke coal-fired power plants to full public federal and provincial environmental assessments, including full consideration of the alternative of conversion to natural gas. #A01-17, Dental Care for Seniors in Need The operative clause of this resolution passed in 2001 of this resolution calls on the Government of Ontario to establish and fully fund all costs associated with a "Dental Care for Seniors in Need of Treatment Program" to be administered by boards of health in accordance with the Report of the Advisory Committee on Dental Care for Seniors in Need. #A01-19, Ontario Works Allowances and Adequate Nutrition The operative clause of this resolution passed in 2001 states that that the Government of Ontario is urged to review and ensure that the Basic Allowance portion of Ontario Works Financial Assistance allows for adequate nutrition.
