Position:
The Government of Ontario must ensure that boarding or lodging houses, including rest and retirement homes, are required to register with local boards of health and municipalities. The Government must also ensure that minimum standards for personal care are established for the above mentioned homes that provide such care for their residents. The Association of Municipalities of Ontario must support this resolution.

The Ontario Seniors' Secretariat has launched a consultation on regulating rest and retirement homes (i.e. those that are not covered under the proposed Long Term Care Homes Act) 13 consultations will be held at various locations between January 30 and March 2 2007, and written input (fax, mail and an online survey) will be accepted until March 16 2007. alPHa Resolution A06-5 was discussed at the 2006 June Resolutions Session and referred back to alPHa’s Advocacy Committee with instructions to review and resubmit. The Advocacy Committee recommended to the Board of Directors that it be adopted by as an alPHa Resolution, which it was at its November 24 2006 meeting. |

The MOHLTC has announced a consultation process leading up to a Spring 2005 introduction of new legislation designed to improve the quality of life of residents of long-term care facilities. A single new act will replace the existing Nursing Homes Act, the Homes for the Aged and Rest Homes Act, and the Charitable Institutions Act.
The stated objectives of this process are to
- Strengthen resident rights and safeguards to combat abuse and neglect
- Develop strong compliance, inspection and enforcement programs in homes
- Improve the system for licensing home operators and approving beds
- Lay a foundation for the on-going capital planning and renewal of the province's approximately 600 long-term care homes.

Response received from the Publich Health Branch (PHB), indicating that the resolution had been forwarded to the Seniors' Secretariat, which has the government mandate to address this matter.

Gord White from the Ontario Residential Care Association, which represents retirement homes, presented information to the alPHa Board of Directors, focusing on standards and on a referral process to the appropriate authorities where complaints are received by the ORCA hotline about non-member facilities. No action items resulted.
October 27, 2000
A letter was received from Geoff Quirt (ADM, Ontario Seniors' Secretariat) reiterating the province's confidence in ORCA's Complaint Response and Information Service for monitoring compliance with standards of care.
